    To my knowledge, there is no cost to our city other than (perhaps) the initial fencing. The land was on the outskirts of town and unused. Since they do not maintain it, there are no ongoing costs.

    Intial fencing could be funded by the humane society — fundraising between you and dog owners and or corporate sponsorship.

    I had a Chow/Shepard cross before the dog park was built, and unfortunately I had to give him up because he was too high energy for my current lifestyle — If we would have had the dog park, I probably would have kept him.

    They are great for high-energy dogs — like I said, it is often filled with beagles lol.

    Good luck — I hope things turn out. Perhaps put together a proposal and go to a city council meeting — you may get more results than just a letter to your mayor.
