If i am training a cat, can i use small amounts of ground hot dog and a piece of pepperoni? I cannot get cat treats.

Dogs and cats have unique nutritional needs. High quality foods are specifically tailored to the dietary requirements of the intended species. Therefore, it is not wise to feed an exclusive diet of dog food to cats, nor cat food to dogs.

I’d recommend small pieces of cheddar cheese, bits of boiled chicken or cooked beef, tuna, and liverwurst, to name a few popular treat items. This is not a major part of the cat’s diet, it’s a treat.
Any local pet store will have some kind of pet treat. Why can’t you find cat treats where you are?
You can also order anything by mail; check Amazon.com, CareALotPets.com and DrsFosterSmith.com.
