My cat had 4 kittens almost 3weeks ago. All the kittens have opened their eyes last week except one. should i be worried or take her to the vet?

3 weeks is kind of late,have you tried to just put a cotton ball soaked in very warm water -squeezed out- and then gently pressed on the kittens eye.my vet gave me this advice ,when i had a 4 day old kitten that had an eye infection under the lid and the eye was swollen with puss but could not open.the worm wetness opened the eyelid .its gentle and workes well.by now your kitten needs to see where its going.
