My Vet told me baking soda on a wash cloth and just rub the teeth, do a little at a time till they get used to it so they don’t run when they see the yellow box or develop an irrational fear of washcloths. If you use a toothbrush be extra careful and just let them lick it at first. then the next day a bit more and so on. I have also heard doggie toothpaste tastes like liver and you will have a much easier time with it. Brush from gum up like the dentist tells us to do ours.
