What Is The Ideal Lap Dog?

I want to get a puppy that will grow into a small dog that loves sitting in laps, living in a apartment, that's not to loud and loves to be fussed over can you suggest any breeds? (Juliette - United Kingdom)

There are many breeds which fit the bill, but you did not specify if she would get out for walks or to run around in a park. I am generally against dogs being kept in apartments but if she gets suitable exercise a very small dog should be OK. You also did not specify if she will be left alone during the day - different breeds handle this in different ways. My favorite small dog is a King Charles Spaniel, which is adorable.
