Answer

Normally this is a sign of boredom although it can also sometimes signify a skin condition. If your budgie seems active enough, it is probably the former.

Make sure he has a big enough cage, plenty of interesting food items and lots of toys such as ladders and mirrors. If he seems lethargic as well, you should take him to the vet for an examination.
