You dog is sitting down & becoming an immovable object.
Therefore, your dog is telling you something & you’re not listening:
He doesn’t want to go jogging! It’s too much work!
He’s way too small to keep up with you on a jog. It’s too tiring for him.
A dog that size should be walked, not jogged. Jogging is for greyhounds and other dogs that are bred for a lot of long-distance running.
A half-hour brisk walk, at the dog’s pace, is what he needs, 3 times a day if possible.
Oh, and some excursions to the local dog park, where he can tear around without his leash and meet the boys.
It’s best if you jog on your own – or maybe replace part of your jog with is walk.

Dicatz, I’ve got to disagree with you. Incentives won’t help the dog keep up with a human jogger. A Wheaten Terrier only stands 18" at the shoulder, and one human jogging-stride equals 4 or more Wheaten trots. A half-hour of human jogging is more like 2 hours of effort to a dog this size.
If the dog was a Lab or a German Shepherd or some other larger, long-legged dog, he could be gradually trained up to be able to do a half-hour jog, but not until you build up his endurance.
And though (in my opinion) a Wheaten Terrier could hand a 2-hour walk-a-thon, as it would be a walk with periodic stops to rest and pant, a run like this is really beyond his endurance.

I think you have to consult to the pet expert who knows the behavior of the pet. You can also try pet leashes with that you are able to take your pet along with you.
