Has he been to the toilet recently. Place him in a bowl of warm (not hot) water. If he is having trouble passing after a bath for a while he will pass much easier.
Try encouraging him to eat with his favourite treats and had feeding him. Make sure that the temperature of the tank is correct.
If that still doesnt work then the next step would be the vets.
