loss of hair and ichyness

one of my mares in the spring time will lose her chest and tail hair wich becomes very ichy to her i was told she is allergic to flys is this possable ive treated her with hair growth oils other counter products looks like psoriasis in humans is there anything you can recomend like maybe steroids or something
