Cocker Spaniel hair still very short at 7 months

I have a 7 month old male buff coloured American Cocker Spaniel. His fur is very short. He did have a ring worm but it was only a small spot and the hair has grown in where it was. But I am wondering why his hair is still very short especially on his back and sides of his body?
