the cocker free feeds, how am I going to feed the puppy, and keep everyone happy

Why is the cocker free feeding?
   
Dogs should have strict mealtimes.
   
Now you're screwed because the pup has to have specific meals and you let the other one graze like livestock.
   
Put them both on a feeding schedule. The cocker will have a snit fit at first but eventually he'll get over it.
   
The reason dogs should be fed specific amounts is obviously so they don't overeat. Dogs are famous overeaters so this is a serious consideration. Even if your dog doesn't appear overweight now, allowing him to pig out at will is a bad path, especially now that he's aging.
   
The reason dogs should be fed at specific times is tied to pooping.
   
Dogs typically poop around an hour to an hour and a half after they eat so by regulating mealtime you are by extention regulating crap time.
   
If your cocker has been crapping round the clock, that is the reason why.
   
Putting him on a schedule will allow you to basically time out when he's going to drop his stinking load and either walk him or make sure he has access to an acceptable crap spot at the right time.
   
If the cocker has been crapping indoors on you, this is why. He has no feeding schedule so he has no crapping schedule.
   
If he hasn't, he must be a master at squeezing his rectum shut or you have a doggie door, which I am not a fan of because eventually the dog will stop using it and toilet indoors.
   
Yours is getting close to the age where he might start that. They either get lazy or forget. This is when being able to estimate when crap launch time is going to occur is handy, because you can hustle them outside and wait for the poop bomb to drop.
   
All this is moot of course if you don't work and never leave the house. If that is the case, then it really doesn't matter when the cocker needs to crap since you're there to make sure it doesn't end up on the carpet or your bed.
