Female yorkie seems uninterested

I have a one year old female Yorkshire terrier. She is in her second or third or third heat, so we brought a small male Yorkie over to breed. She seems uninterested in him, hides herself from him, and snaps at him when he tries to get close to her. The male is a very sweet and gentle with her. I am unsure of what the issue is. Any advise?
