afraid of cats

my dog is afraid of cats to the point she is unable to go for walks because there are 17 cats around the house and they sense her fear and attack her. what can i do to make her feel safe to go for walks?

Where are they from? Are they somebody's pets? Feral cats? Distributed around the block? More info on this, please.

What kind of dog do you have?

How old is he?

How long have you had him?

Has he always been afraid of cats?

How does he react to the cats?

What is he like, personality-wise?

I need more background.
