The other thing you may want to look into is if she has some sort of infection. If she is not in heat (which she probably isn't because there is no bleeding) then she may be licking and humping in an attempt to scratch her genital area. I would have her seen by a vet to rule this out, or it will just get worse.

She would not hump another dog to scratch her "area". Females display the "humping" behavior to other females as much as males do to other males. When a male humps a female its usualy for sexual reasons. When dogs of the same sex hump each other its usually to make a statement of some kind, not always for dominance. Some dogs learn to annoy other dogs or lure them into play by annoying them. Females do hump other females in heat. When my females go into heat the females are much more rude about it then the males are and display this behavior even more than dogs. Remember dogs react to their hormones as they don't worry about "good manners" they are dogs! Female dogs also have testosterone..they just have the ability to turn it into Estrogen. So they often display the same behaviors males do. SO your dog may be humping from hormones if she is coming into or going out of heat or she may be making a statement to your other female. I would guess the Beagle to be the more submissive of the two since you said the other is a terrier. Hopefully your Beagle will tire of this behavior and let the Terrier know it. Keep an eye on them. You can also intervene on your Beagles behalf but the Terrier will resume the rude behavior as soon as your back is turned. In time they should work it out. Good luck
