whinning while we eat

Your first mistake was giving him people food.
Now you have trained him that whining works, he gets food so you inadvertently made this harder to correct.
This is a war of attrition and the dog is winning so you need to take back control.
First things first. STOP the table food this instant.
The minute he starts whining and barking he is corrected with a sharp "NO WHINING" or "NO BARKING" or "QUIET" or whatever you plan to use. Just be consistent with the command.
If he gets quiet he gets "GOOD BOY, QUIET" or whatever.
Repeat. Repeat. Repeat. Repeat.
If he REALLY won't shut the heck up, that is what a muzzle is for.
Give him a couple of changes to put a sock in it and if he doesn't, slap that sucker right on him.
Don't fear the muzzle.
Often it is only temporary.
Your dog will get the idea that if he doesn't zip it he will get the muzzle so eventually you will only have to show him the muzzle to get him to pipe down.

DEFINITELY stop feeding him when he whines, because then your just giving him what he wants(positive reinforce if you will). Also I suggest moving him out of the room at meal times, and also feeding him after your family have eaten. This shows him that you are the leader of the pack and he will eat when you let him. This isn't advice just from me, it is used by dog trainers, and you may have even seen it on dog training programmes such as it's me or the dog.
