How do you get dogs to stop barking?

Hi, my name is Mary Kay, I'm 17 years old and our family has a Border Collie puppy named Brody who has a serious barking problem. He is about 9-10 months old and he is constantly barking. When he goes in the backyard, whether they are there or not, he constantly barks facing the neighbors house. He is always keeping watch for the neighbors dogs and even when they are inside he still barks. It has gotten to a point where the neighbors call to complain.
   
When we call him inside he won't listen and stays near the fence and when we try to grab him by the collar to bring him in he tries to nip at our hands. when we can finally get him into his cage he continues to bark because he wants to go back outside.
   
We have bought a shock collar but don't always use it. I prefer to set it so that it doesn't shock him but there is a high pitched beeping. That doesn't always work and I really don't know what to do anymore. The sound spreads through the whole house whether he is inside or in the back yard. It makes it hard to concentrate on homework and have a simple conversation with someone else in the house. Please let me know if you have any tips for training him. My family and I would really appreciate it. :) thank you.

The problem is that a border collie is a working dog, & without anything to do all day, the dog has fallen back on a watchdog behavior. And he's a puppy & needs training.
   
Since he's only upset at those neighbors' property, there has to be something at the neighbor's house that's really getting his attention, & you have to find out what. Ask the neighbors if you can bring him over, so you can find out exactly what's upsetting him on their property. It could be an animal, or even a machine sound that only bothers him. If you can find the cause, you may be able to lessen the dog's reaction to it.
   
You should go to an obedience class with him, to teach him to come when told, not nip at his humans when they want him to go along with them. You could also buy a book on training a dog, to see if you can do some training on your own. You have to learn how to dicipline him when he resists going with you. You can't train a dog instantly, you have to work on it. Go to a local pet store that has obedience classes & sign up.
   
The thing is, a border collie isn't the best family pet. They're working dogs & need a job, they instinctively want to herd something. Their normal job is to herd sheep, but if they don't have sheep to herd, they'll herd cats, children, other dogs, cows, chickens, anything they can find.
   
Border collies also need a lot of attention. He may be spending too much time alone. When you come home, can he hang out under your desk while you do your homework? Have you tried this? The company may calm him. He probably hates being in a cage.
   
Part of his training will also be to train him to be polite house dog.
