My Cat Doesn't Bury His PooPoo

Hi I'm new here, love this place, OK here is what I would like to find the answer to: I bought my Himalayan about 2 years ago from a breeder. He was 6 mo. old, the breeders said they only let them go at that age. They kept these kittens in their own crate and they had them use a pan with torn newspaper as a litter box.
   
Since I brought him home, he never learned to used the litter to cover is poopoo. He will use the litter box no problem, but he scratches like heck on the sides of the box. I even made his own private box out of a larger cardboard box, he scratched the inside of that where it was almost scratched through. My husband bought the Petmate Automated Littercare System ( they no longer make the liners and I was told they are out of business). I want to do away with this system, I would like him to start to cover the poopoo or peepee himself. Is it too late for him to learn? I have used different litter, he does the same thing, so I don't think it's the litter and I don't want him to use newspaper.
   
We will be moving and I want to put the litter box in the basement, I am sure he won't have a problem going down there because he seems to adjust quickly to everything, even to my three Bichons, he thinks he is one of them. He is an inside cat also.
   
Any ideas?

I wish I had an answer for you. May that is just the way he is. My mothers cat can't seem to bury hers enough, she is funny, wants no trace of it to show. My little torti on the other hand will just pee and walk away. She will dig a little hole to poop but runs out of there as if to get away from the smell. She is 13 and has never buried her poop or pee.

I've had slobs & neatnicks. Several of my cats have cleaned up after their housemate. Some cats are just careless about it.
