All pets - cats included - must have a dish of water available at all times.
Cats drink in spurts, so you won't see them at the dish a lot, or at regular intervals - it varies.
Change the water daily.
Use a ceramic or steel bowl.
Wash the bowl every day or two.
If the water in your area tastes absolutely awful to you, it'll taste awful to the cat. Use a filtering pitcher like Britta (they work!)
Cats love tuna water: when you make tuna salad, pour off the water from the can (use Tuna Packed In Water) into a dish for the cat. I've never met a cat that didn't like this.
