Look at what he's fed. Main diets of fruit & veg can cause watery poop (which is not diarrhea) celery, ice burg lettuce & other pale coloured veg can cause watery poop if given large amounts. They won't harm the bird however, they're not nutritional either. Richer dark green & brightly coloured fruit & veg will give your budgie better nutrition.
If he's on sold foods such as seed & pellet then take him to a vet. Diarrhea is serious in birds.
